We aim to empower families with the guidance they need for effective treatment planning. Having a formal psychological evaluation is a key step in getting appropriate care. PTEC’s mission is to serve this need, as well as to improve the future of mental health care by training, mentoring, and providing supervision for the next generation of providers.

Our Services
Our initial testing services reflect our belief that an accurate diagnosis is the first step toward successful intervention. However, this is just the beginning. As PTEC grows, our vision is to offer a broad range of intervention services to support the mental well-being of our community.

Our clinic specializes in comprehensive, evidence-based assessments to identify developmental, neurocognitive, and psychological conditions. Under the supervision of licensed clinical psychologist Dr. Joshua Fulwiler, our providers conduct thorough evaluations and provide detailed reports to guide interdisciplinary treatment planning.
We also offer specialized testing for academic skills, helping families understand their children’s school-related needs. These assessments, which are not typically covered by insurance, can be crucial for obtaining formal school support plans and ensuring access to appropriate academic interventions.

PTEC provides unique support to families facing challenges related to their children’s behavioral, emotional, or academic needs. We help families access resources, coordinate care, and navigate the complexities of mental health and educational systems.
PTEC is a nonprofit organization dedicated to the North Mississippi community. But we can’t do it alone.
While the shortage of mental health providers is a nationwide issue, Mississippi ranks among the top ten states most affected. According to the Department of Mental Health, the state’s mental health workforce has declined by nearly 50% over the past 15 years—dropping from just under 9,000 providers in 2009 to only 4,684 in 2024.
Compounding this issue, many mental health professionals in the region do not accept insurance, and there are currently no psychologists in our area who accept Medicaid. For many families, these barriers to care mean traveling hours—sometimes out of state—just to access critical services.
PTEC was created to help bridge this gap, providing its services from grants and donations and removing the financial and systemic barriers to ensure that every child and family in North Mississippi has access to the care they need and deserve.

This includes testing materials, such as booklets and protocols, software fees, and personnel expenses, such as time for test administration, scoring and interpretation, report-writing, feedback, and supervision.
